A proposal to amend Hawaii’s constitution to allow the use of public funds to help pay for privately run early education programs is trailing by 16 percent.

Proponents of the initiative have spent under $83,000, far less than the $5 million spent by Monsanto alone.

This one concerns his use of campaign funds for attorney fees, which a constituent alleges is illegal.
