The Honolulu Department of Community Services once again has a new acting director after two back-to-back resignations by appointees of Mayor Rick Blangiardi.

Earlier this year, the mayor appointed Sarah Allen, the former state procurement director, to head the department, which administers housing and workforce services, among other programs.

But Allen resigned last month, citing family medical reasons. The department’s deputy, Joy Barua, then took over as acting director. In a statement last month, the mayor said it was good timing because he had been “planning a reorganization for the past several months” involving DCS and the city’s Office of Housing and Homelessness.

On Thursday, Barua tendered his resignation, the mayor said in a news release sent out on Friday afternoon.

Now, the mayor is appointing Anton Krucky, who has been heading the Office of Housing and Homelessness, to lead DCS.

“I look forward to working with the dedicated and compassionate team members at the Department of Community Services,” Krucky said in a statement. “We will optimize our programs for the community and look for creative ways to expand our reach and outcomes.”

Other than his 10-month tenure with the city, Krucky does not have a professional background in government or social services.

He is the retired president and CEO of Tissue Genesis, a company that “designs and develops breakthrough technologies for use in regenerative medicine and cell therapy,” according to his . He also served 20 years as president of HSM Concepts, Inc., a “professional services and financial leasing” company whose work included executing contracts, strategic planning, executive coaching and other services, his resume states.

Previously, he spent 25 years at the IBM Corporation. He has a bachelor’s degree in criminology from the University of Maryland.

He has served on the advisory boards of several local companies including AIG Hawaii, Farmers Insurance Hawaii, Oceanic Time Warner Cable and Servco Pacific, Inc., according to his resume.

He has also been a member of numerous nonprofit boards including Bishop Museum, Chaminade University, Child & Family Services and the YMCA of Honolulu, where Blangiardi was also a board member.

Krucky will continue to work with the Office of Housing and Homeless while at DCS, the city said. The administration plans to merge the agencies, according to the mayor’s press release.

In a statement, Blangiardi said addressing homelessness is a top priority for his administration. He said Krucky is working closely with Jim Ireland, the director of emergency services, on a program called , which aims to send emergency medical technicians and community health workers instead of police to non-violent calls involving homeless people.

“I am very grateful and excited to work with Anton and build upon his significant leadership experience and hard work in the housing and homelessness sectors,” Blangiardi said. “We are excited to make these positive changes and expand the CORE program in order to continue making noticeable improvements in our communities.”
