The Hawaii Department of Health on Thursday shuttered an illegal adult residential care home at 4416 Ukali Street in Honolulu and assessed it a large fine.

Following an investigation by the DOH’s Office of Health Care Assurance, The Grateful ARCH operated by Marina Ulep must pay the state $249,000.

Ulep was providing care to two unrelated individuals — “personal care services, which included bathing, dressing, undressing, toileting, incontinence care, laundry, and housekeeping.”

“One of the residents has been at the care home since 2013 — about the same time the home was closed as a certified Community Care Foster Family Home due to caregiver neglect,” says a press release. “The other resident had been there for three years.”

In addition to ending operations and paying the fine, Ulep is required to transfer all residents to a licensed ARCH or Expanded ARCH within seven days.

Ulep and The Grateful ARCH’s David Tsutsumi are also required to disclose any other facility they are operating.
