Hokulei Lindsey is a Native Hawaiian born and raised on the island of Maui. A former law professor, she graduated from Maui High School and obtained her B.A. in Hawaiian Studies and J.D. from the University of Hawaii, and an LL.M. from the University of Wisconsin. She serves as administrative rules officer for the Department of Hawaiian Home Lands but contributed to this article in her personal capacity.
