As far as I can tell it's not a plastic. It's enzyme treated chiton. Chiton is the exoskeleton from insects and crustaceans such as crabs and lobsters.

The question is - which is more toxic and harmful to health? Untreated ash? or the spraying to control the ash? The previous civil beat article seemed to indicate that that soiltec has been approved for this purpose? If Bissen doesnt approve it - there will be those that say he failed to mitigate the ash problem? My opinion is he waited too long to decide as typical Hawaii delays, people already back in Lahaina exposed to ash inhilation etc. and now we spray and they are exposed to the spray? If going to spray, do it right away before people come back!

Aloha, anything described as "a liquid plastic" (in one of the CB articles) sets off immediate alarm bells in my mind.
