Faced with a $2.3 billion caused by Hawaii鈥檚 coronavirus lockdowns, Gov. David Ige on July 17 the state鈥檚 required fiscal 2021 payment of $388 million to the government employees鈥 health benefits fund.

It was a desperate move that could harm Hawaii鈥檚 finances for years to come, including the fund itself 鈥 the Employer Union Trust Fund 鈥 which provides over in medical and life insurance benefits for Hawaii state and county and their dependents.

In an effort to pay down its unfunded liabilities, it was mandated in 2013 that the state and counties make annual payments to the fund. The unfunded liabilities currently total about . Ige鈥檚 suspension of the mandate allowed each of the counties to defer their payments for the year as well.

So far Maui County still intends to pay its share of $13 million, but among the others, Kauai County will save $6.7 million, Honolulu County $90 million and Hawaii County $20 million.

Skipping these payments will provide short term relief from the effects of Hawaii鈥檚 collapsed economy, which are only intensifying as the lockdowns continue into their seventh month.

In the long run, deferring these financial commitments will increase the state鈥檚 unfunded liabilities, damage its credit rating and burden future generations of Hawaii taxpayers, who might well wonder why Hawaii鈥檚 finances were not better managed before it was too late.

Indeed, the mandate of 2013 was an attempt at financial responsibility. Before then, the health benefits fund was financed on a pay-as-you-go basis.

‘Sound Financial Footing’

But with health care costs increasing, that arrangement became problematic, so was enacted to require pre-funding of the plan by the state and counties. The idea was to put the fund on a safer by 2045, after which benefits could be provided mostly from investment returns instead of Hawaii taxpayers. However, this instantly created an unfunded liability of $13 billion.

By 2020, Ige had grown the EUTF funding to 20% of total liabilities, , saying in his State of the State , 鈥淔or four years, we have worked hard to put the state on sound financial footing by building our reserves and by paying down our unfunded liabilities.鈥

But that was in January. Since the payments were , Moody鈥檚 Investors Service, as feared, the state鈥檚 credit rating from Aa1 to Aa2, attributing its move partly to the state鈥檚 鈥渟uspending indefinitely payments to pre-fund its OPEB (other post-employment benefits) liability.鈥

Perhaps from a political standpoint it is easy to see why Hawaii鈥檚 elected officials would put the EUTF on the chopping block instead of the state general fund budget, which increased by 1% this year, partly because of for public unions. But how to cope with the state鈥檚 cash crunch is still a problem.

One way would be to reduce Hawaii鈥檚 generous public pension and health benefits, by adopting best practices common among public pension and health benefit . But that would be a gauntlet, requiring the cooperation of our lawmakers and the public employee unions.

In any case, if our political leaders ever hope to rescue our economy from oblivion, they need to consider tough choices, such as delaying public employee pay raises, reducing departmental and capital spending, and even trying somehow to increase tax revenues.

How to cope with the state鈥檚 cash crunch is still a problem.

This last option could involve trying to squeeze blood from a stone 鈥 not a good idea in the current economic environment 鈥 or, better yet, freeing up the economy so it can start producing more taxes naturally. The Grassroot Institute of Hawaii鈥檚 鈥淩oad map to prosperity,鈥 issued back in May, has many proposals that could help speed up this process.

At the very least, the governor should rethink his suspension of payments to the state鈥檚 health benefits fund. It is better that we find a sustainable approach to addressing the state鈥檚 debts now, rather than passing the bill to Hawaii鈥檚 next generation.

True answer is to contain State spending.聽 This a good time to do it with now no money left.聽 10% furlough's?聽 How about we cut jobs and some of the departments in departments of departments.聽 The State would save more money and faster.

Cheaper EUTF insurance benefits. insurance for medical dental, vision, hearing are only going higher in cost.聽 Have the retirees get their insurance but have to pay a larger cost share to get the cheaper plan.聽 The public is suffering, some can't pay for their medication, saddled with the 10% copayment after Medicare covers MD, hospital, test costs. Hospital could cost $30,000 for a surgery and stay. 10%=$3,000.聽EUTF poorly managed with only the fund managers profiting so can't cover the EUTF costs. Now the general public programs suffer like drug rehab, child and family programs, mental health programs have no money so fall at the wayside.聽Politicians will fund EUTF first. It is ultimately their benefits. They will make some excuse that it needs to be funded.聽Let the State go bankrupt, that will nullify these ridiculous entitlements. That is the only recourse the public would have to change anything as the fox is guarding the hen house.
