The 2014 Hawaii Legislature began Wednesday with legislative leaders calling for revamping various tax programs as a way to raise more revenue for the state. House Speaker Joe Souki’s idea to allow the counties to keep more tax money while making up for the loss to the state general fund through new taxes on alternate sources caught political cartoonist John Pritchett’s attention.
