4:12 p.m. Laulani Village Shopping Center Breaks Ground

The 20-acre Laulani Village Shopping Center will include more than 200,000 square feet of retail space at the corner of Fort Weaver Road and Keaunui Drive.

3:39 p.m. Two In, Two Out
Things are happening again for the controversial Waikiki hotel redevelopment. The players are now identified, and the real game can begin.
The Zoning Board of Appeals this afternoon decided that two of the four parties seeking to intervene in the contested case hearing can indeed participate.
The 20,000 Friends of Labor is in, after the board determined that its concerns about the impact to union workers was a compelling reason to be included. Also in is Kyo-ya Hotels and Resorts, the owner of the hotel properties in question.
But two others who would have supported the redevelopment are excluded from the proceedings. They are the Waikiki Improvement Association, with withdrew its petition after the three remaining members of the board without conflicts of interest reached an impasse. The Hawaii Developers’ Council and Land Use Research Foundation, who jointly requested a role, were also told they couldn’t be involved.
The rationale for both exclusions is that those parties don’t have standing, either because their interest is no different than the general public’s or because it’s no different than the developer’s.
The board will next meet Dec. 8, but that agenda will not include any Kyo-ya-related items. The contested case will begin in early 2012.

The chair of Caldwell’s 2010 campaign said he “wouldn’t be surprised” to learn that there will be a 2012 rematch, and that an official announcement could be coming soon.
9:04 a.m. Rematch: Caldwell Running For Mayor
Former Acting Mayor Kirk Caldwell is challenging Peter Carlisle in the 2012 election.
There’s been no formal announcement yet, but Caldwell has filed later this month.
The Nov. 17 event at Michel’s at the Colony Surf is asking $1,000 per head.

9:02 a.m. ZBA, Finally
After months and months of delays while the Zoning Board of Appeals searched for members without conflicts of interest, the board is finally meeting again today and will discuss a controversial proposed hotel redevelopment in Waikiki.
includes four motions to intervene filed more than seven months ago in late March. Those motions were filed by:
- Hawaii’s Thousand Friends, Ka Iwi Coalition, Surfrider Foundation, KAHEA – The Hawaiian-Environmental Alliance and Michelle Matson, 2353 and 2365 Kalakaua Avenue, Waikiki

- Hawaii Developers’ Council and Land Use Research Foundation

Where’s Carlisle?
At 9 a.m. today, Mayor Peter Carlisle presents a proclamation at the Scenic Hawaii, Kapiolani Preservation Society, and City and County of Honolulu Arbor Day Tree Planting Ceremony. Corner of Leahi Avenue and Noela Street, Kapiolani Park.
At 10 a.m. Mayor Carlisle makes a presentation at a ceremony for Veterans Day and the Golden Age Games. Mayor鈥檚 Office.
Wednesday, the mayor’s office put out a press release with more details on that second event. Carlisle will be joined by General James Hastings, M.D., Director of Spark Matsunaga VA Medical Center as well as 10 wounded warriors.
Mayor Carlisle will salute all U.S. veterans and honors outstanding health care services and benefits provided to veterans and their beneficiaries.
