12:18 p.m. Cameras Coming for APEC
The resolution authorizing the Honolulu Police Department to install 34 new surveillance cameras for APEC has been approved. Council member Nestor Garcia was only one to express his objections.
12:12 p.m. Sidewalk Property, Noise Control Bills Advance
After some heated discussion rare for first reading, two bills have advanced and moved along to the Committee on Safety, Economic Development and Government Affairs.
More on those measures later.
10:50 a.m. Private Possessions, Public Property
The Council will soon take up a bill that would prohibit people keeping their personal property in public spaces, like sidewalks. There’s one gentleman here with a basket of his belongings. It’s not clear if he’s here to testify on that bill, but it’s not an unreasonable guess.

In other news, the bill that would regulate political signs on private property has been deferred until the November meeting.
10:28 a.m. Today’s Honorees
The Honolulu City Council has just concluded the honorary certificate portion of its program, and will start the real meeting in a few minutes. Here are the folks who were honored today for their service. (The Council members in parenthesis were the ones who honored each recipient.)

- The 2011 National Blue Ribbon Award Winners — Waialua, King Liholiho and Koko Head Elementary Schools (Stanley Chang, Ann Kobayashi and Ernie Martin)
- Dr. Kwan Jay Cho for his contributions through the establishment of the International Mid Pac College of Honolulu (Kobayashi)
- Citizens for a Fair ADA Ride for their commitment and contributions to improve TheBus and TheHandi-Van Service (Breene Harimoto
- Chief Justice Ronald Moon for being named “Model Citizen of the Year” by the United Chinese Society (Chang)
- Carissa Moore for winning the Association of Surfing Professionals Women’s World Championship (Martin)
- Sister-Cities Summit Organizing Committee for their efforts in making the inaugural 2011 conference a success (Nestor Garcia and Martin)
- Hawaiian Humane Society for its exemplary service and commendable work in their community (Ikaika Anderson)
- Rose Lee upon her retirement and 45 years of unwavering service to the military community (Tulsi Gabbard)
9:05 a.m. Today’s Council Meeting
At 10 a.m. today, the Honolulu City Council will meet. Here’s , which includes the following interesting items:
- First reading of related to stored personal property in public space — for example, a homeless person’s possessions on the sidewalk.
- Third reading of related to political signs on private property. KHON that the Council will defer action to its next meeting to work out some kinks in the language.
- Final reading of authorizing the Honolulu Police Department to install 30 new surveillance cameras for the APEC summit. KITV that because public access to existing traffic camera websites will be cut off during APEC, the city will get the word out via social media.
Where’s Carlisle?
Mayor Peter Carlisle has no events on his public schedule today, but he will be attending and speaking at the groundbreaking ceremony for a Hawaii Kai development being built by a campaign contributor, as we reported in this space Monday.
Carlisle’s office said that not all events the mayor speaks at are on his public schedule.
