Superintendent Kathryn Matayoshi has not been forthcoming with the public about the details of the hotly contested new contract she and Gov. Neil Abercrombie imposed on teachers.

The basic outline of the contract was issued in a press release on June 24: a 1.5 percent reduction to teachers’ salary schedule, a 50 percent contribution to health insurance and unpaid leave “on certain non-instructional days.” But even when pressed, she would not share the details — the number of days, and which ones.

But Civil Beat has obtained from one of our members a copy of the two-page letter Matayoshi sent to teachers describing in detail the terms of their new contract.

The letter states that 10-month teachers will take 7.5 days of unpaid leave, while 12-month teachers will take nine days of unpaid leave (see the dates of the unpaid leave days below). The contract also decreases the bonus teachers receive for working in “hard-to-staff” areas, from $3,000 to $1,500 per year.

The good news for teachers is that it increases teachers’ number of personal/professional leave days from five to six. Read the full text of her letter to teachers, dated June 23 — one day before she made her public announcement.

The Hawaii State Teachers Association plans to file legal action against the state by the end of this week, president Wil Okabe said in an email to Civil Beat Thursday morning.
