Civil Beat is completing its survey of state government salaries by publishing the names and salaries of public workers in four agencies attached to the Hawaii Legislature.

That includes a total of 84 employees in the following departments:

  • : The agency provides research, consultation, and document drafting services, maintains a research library and operates an online legislative information system.
  • : The commission鈥檚 duties include issuing advisory opinions, investigating charges of alleged violations of state ethics and lobbying laws, and educating government officials and employees on ethics matters.
  • : The agency does post-audits of accounts, programs, and performance of state agencies and departments.
  • : The office does independent and impartial investigations of complaints against state and county agencies and employees.

As with previous salary data, we filed a request under Hawaii’s open records law asking for the names, positions and salaries of these employees. Providing data on how government works and how it spends taxpayer funds is central to our work at Civil Beat. It’s also important for public employees to know that they’re being paid fairly in comparison with their colleagues.

Here’s what we found:

  • The directors of the four agencies earn an average salary of about $113,000.
  • Nobody on staff in any of the four agencies earn so little as to be eligible for food stamps. Eligibility for federal food assistance for a single person caps out at $24,936, and the lowest paid position among the four agencies is $34,560.

Legislative Reference Bureau

  • Total amount spent on salaries for its 34 employees: $1,950,003
  • Average salary: $57,353
  • Highest paid employee: Acting Director Charlotte Carter-Yamauchi, $108,973
  • Lowest paid position: Library Technician, $34,560

Hawaii State Ethics Commission

  • Total amount spent on salaries for its nine employees: $630,180
  • Average salary: $70,020
  • Highest paid employee: Executive Director Leslie Kondo, $108,984
  • Lowest paid position: Clerk Typist, $35,856

Office of the Auditor

  • Total amount spent on salaries for its 26 employees: $1,969,854
  • Average salary: $75,764
  • Highest paid employee: Auditor Marion Higa, $124,656
  • Lowest paid position: Assistant Analyst, $35,040

Hawaii State Ombudsman

  • Total amount spent on salaries for its 15 employees: $917,016
  • Average salary: $61,134
  • Highest paid employee: Ombudsman Robin Matsunaga, $108,973
  • Lowest paid position: Stenographer III, $39,011
