A growing number of Honolulu Police Department officers are being disciplined for breaking the law or department regulations. So when we found out an HPD major who was indicted for corruption is still at work, we wanted to know why.

It was Police Chief Louis Kealoha’s decision not to place him on administrative leave. But Kealoha refuses to explain why he’s OK with this kind of an arrangement.

Hey, maybe it’s the right move. But if the chief believes his decision best serves the public, shouldn’t he say why?
