Hawaii鈥檚 public university pays its head football coach a seven-figure salary. At the opposite end of the scale, the lowest-paid university position earns somewhere between 2 and 3 percent of the coach鈥檚 salary.

An analysis by Civil Beat of the lowest-paid positions across the University of Hawaii鈥檚 10-campus system shows that office assistants, clerical workers and librarians are among the lowest-paid positions at the university, receiving a range of pay as low as $20,856 and as high as $34,692, depending on experience.

That compares to UH鈥檚 highest-paid employee, head football coach Greg McMackin, whose annual base salary is $1.1 million. (McMackin鈥檚 salary could cover the annual pay of 52 workers at the low end of that bottom pay scale.)

The positions and figures were part of a list of 7,510 University of Hawaii employee salaries obtained by Civil Beat under the state鈥檚 open records law. The list includes employees at UH鈥檚 three baccalaureate campuses and seven community colleges as well as its systemwide offices. In the case of those in unions, the university provided Civil Beat with salary ranges.

Because the university is not required to disclose actual salaries for unionized workers, it鈥檚 impossible to know the exact ranking of UH employees represented by the Hawaii Government Employees Association, United Public Workers union and the University of Hawaii Professional Assembly.

But the data shows that the lowest paid employees at UH are almost certainly an Office Assistant I at the UH-Manoa campus and a General Clerical worker for the systemwide offices. The pay for both those jobs ranges from $20,856 to $32,064.

There are two librarian positions (both categorized as Librarian II) on the UH-Manoa campus 鈥 one who is paid $22,212 and the other $23,040 鈥 the second and third lowest salaries at UH. Under state guidelines that go into effect Oct. 1, a single person earning up to $24,936 will be eligible for federal nutrition assistance of up to $314 a month.

Fourteen employees fall into the university鈥檚 fourth lowest pay range, which spans from $22,500 to $34,692. They work in one of three positions:

  • Office Assistant II at the UH-Hilo campus
  • Educational Assistant I at Windward Community College
  • General Service/Maintenance Worker at UH-Manoa

A library employee (Library Assistant III) at UH-Hilo falls into the fifth lowest spot with a salary range between $23,412 and $36,072.

A total of 153 employees across the 10 campuses fall into the next lowest salary range, all with the title of Office Assistant III, who earn a salary range between $24,384 and $37,512.

The university鈥檚 human resources office said the differences between positions with rankings, such as an Office Assistant I and II and a Librarian I and II, are tied to the level of duties and responsibilities required for the position.

鈥淔actors such as the scope and complexity of the work, decision-making authority, as well as the knowledge, skills and abilities required to perform the work are all considered when classifying a position,鈥 UH said. 鈥淚n contrast, for faculty, the rank is associated with the individual faculty member and their progression through the tenure and promotion process.鈥
