The announcement Friday by Gov. Linda Lingle that Supreme Court Justice Mark Recktenwald is her second nominee to become the court’s next chief justice means that the Hawaii State Bar Association will be back under the microscope as it weighs how to rate him. Its “not qualified” rating for her first nominee, Katherine Leonard, was widely believed to have been a principal reason she was rejected by the state Senate on a 14-8 vote.
